This project examines limitations in current evaluation practices and proposes a logic model–driven framework to strengthen alignment between educational intent, evaluation design, and higher‑level outcomes. Findings informed the development of a structured evaluation crosswalk and revised, behavior‑focused retrospective questions mapped to Kirkpatrick Level 3. The resulting framework supports more meaningful use of evaluation data, continuous improvement, and intentional exploration of higher‑level outcomes without over‑claiming impact.
