This 2-part course is designed to fulfill the Medication Assisted Treatment Education (MATE) requirements set by the Drug Enforcement Administration (DEA) for health care providers and dental professionals in Section 1263 of the Consolidated Appropriations Act of 2023. This course is offered in partnership with AHEC West, the Allegany/Garrett Dental Association, and UPMC Western Maryland.

DEA MATE PART I: (AHC179/180) On Friday, December 1st, join Dr. Stephanie Hutter-Thomas for a 6-hour, multi-disciplinary course designed to meet the DEA mandate AND take participants beyond the regulations and statistics to better understand what’s really happening on the frontlines of the addiction crisis, particularly in Appalachia. The live-session will be offered in ACM’s newly renovated Zimmer Theatre or on ZOOM. Please specify AHC179 for in-person or AHC180 for ZOOM at time of registration.
Dr. Hutter-Thomas is a public health expert with a specialization in substance use and substance use disorder (SUD) research. She will share the latest information on the biopsychosocial causes and impacts of addiction as well as the various medication and non-medication options for SUD treatment and recovery. Practitioners will learn practical, sometimes covert, methods to screen for medication misuse (in their practice and at home) and evidence-based approaches to communicate with and safely treat or refer their SUD impacted patients. They will also gain techniques and confidence to support their patients (or family and friends) as they navigate recovery.
The science that drives best-practices and the laws and regulations related to controlled substances will be covered. However, Dr. Hutter-Thomas will bring this information to life through real stories of diagnosis, treatment, and recovery. She will share the latest information on risks and protective factors that influence addiction as well as current best-practices for pain management.
Upon Completion of this Course Participants should be able to:

DEA MATE PART II: (AHC181) 2-Hour Online Supplement for Non-Dental Prescribers
After completing the 6-hour live training, physicians, nurse practitioners, physician assistants,and other non-dental prescribers will complete a 2-hour online supplement that takes a deeper dive into treating and managing patients with opioid or other substance use disorders. This ON DEMAND course, also taught by Dr. Stephanie Hutter-Thomas, includes additional information on the appropriate clinical use of all drugs approved by the Food and Drug Administration for the treatment of SUD as well as pain management best practices. Electronic prescribing and Prescription Drug monitoring Programs will also be covered.
Upon Completion of this Course Participants should be able to:

  • Implement effective pain management strategies while adhering to DEA regulations.
  • Describe the role of electronic prescribing and use of the Prescription Drug Monitoring Programs (PDMPs) effectively.
  • Assess and prescribe the appropriate Medication Assisted and other treatment options for their SUD patients.

Dr. Stephanie Hutter-Thomas, PhD, CPH, CCHW, RPS is the research program director for the Buprenorphine Implementation Research & Community Health (BIRCH) study with West Virginia University School of Medicine and an educator/consultant for the Maryland Rural Opioid Technical Assistance (MarylandROTA) program with University of Maryland Extension.

Since 2016, Dr. Hutter-Thomas has served the Western MD region as a researcher, community educator, CPRS trainer/peer mentor, and harm reduction advocate. She is actively involved in multiple community actions groups including the Healing Allegany Consortium with AHEC West, the Stand Together Garrett Coalition with the Garrett County Health Dept, and the Allegany College Community Resilience Collaborative. Dr. Hutter-Thomas is also a member of the Frostburg State University Institutional Review Board, the Allegany County Mental Health Advisory Board, the Archway Station board of directors, and the Maryland Coalition of Families board of directors.
